Theme needed

Have to do a proposal for a web agency in Rome, in need some kind of theme to hold all the pages together. Well thats what they asked for anyway.
Im a bit lost for ideas and inspiration.
Ideas so far:
Toys
Fruit peel
Circus
Hand gestures (wanker)

Keep it nice and simple, in my opinion too much of a "theme" that is not a strong concept could be distracting from the most important thing... showing the work.
btw rome is the best place on earth. I lived there for a while and will always love it there.

nextseason - thats exactly what I said to them, if you look at the best web agencies they stay minimal and let the work do the talking. But there is always something that holds it all together other than pure design aesthetics.
But client gets what client wants....
Im living out here at the moment, its beautiful in the city center, but living and working here is another thing, wages are low, and many will be surprised if they think the quality of life out here is any better than London or NY

what type of agency is it? what are they trying to accomplish? who is the market?

I defnitely see how living there on a full-time basis could be much different that living there in a temporary situation like me.
But I would love for everyone here in philly to ride scooters like in rome!
Sorry to get off the subject. some more info on the firm would help in your presentation, but simplicity will be the key.
