i'm trying to create a background image to be seamlessly tiled for a website out of a repeated phrase...
i've been dinking with "define pattern" and "pattern maker" in photoshop 7, but to little avail.
can anybody help/suggest on how to do this?

just think it through on paper first, then position a couple of copies of yer text appropriately, make selection and make pattern.
not hard just requires you to think about it the first coupla times you come across it.

Don't exactly understand your problem but from what I can tell here is what I woudl do.
Create the text and copy it so you have 9 total, equally spaced out. Then take the size of one of the graphics, make a selection and move it to wherever you want. Crop and save for web. Voila!

Do a search for anything seamless, and photoshop. You may not find the exact answer you are looking for (as far as text is concerned), but you may find something that you can apply to reach your goals.
try these:
