ok, i have an vector image i created in illustrator of some cartoons...
what effect should i apply to the image in photoshop, so i can get the look of 16 bit images, like in nintendo sprites back in the day? thanks.

You could go one of two ways (or more, I dunno):
1. Use the Filter > Pixelate > Mosaic filter
2. You could resize the image to 1/8th its size, using Image > Image Size, and then size it back up to your desired size, but when you use Image Size the second time, set Resample Image to 'Nearest Neighbor'
