Several ways you could make it bitmap color mode, and do a mezzotint, or make it a two color gif and play with the dithering pattern. Photoshop's abilities are quite endless if you're willing to dig and work.

Image > Mode > Greyscale
then,
Image > Mode > Bitmap...
method:
Output: 72px/in

2:duotone --> and there you can choose 3tone. If that's what you want...

umm no i dont think thats what i mean. im not sure how to elobrate. but theres like 3 colors/effect whatever you call it.
theres the cream color, the dotted shades and the black shades.

Prep the image correctly, and dither. it's still one color, just a half tone screen there.

you could also save for web, choose GIF and select only 3 colours for a strikingly simmilar effect.
