24bit to 16bit color formula?

  Does anyone know how to convert a 24bit (hex or rbc) color value into a 16bit color value?

  I know colorloss will occur (this is my point).

  If this is not clear here's an example....

  say I have the following blue

  #0066B2

  what is the 16bit representation of this?

  Are there any tools (ie photoshop) or forumals to convert with the best color acuracy?
