Up here in Canada.. home of the igloo (jk), at least for many of the sites I do, we have a required intro page for English/French. (I happen to do a lot of government work). I also have no problem with a speedy flash intro (less than 5 seconds, with little or no load time) especially for "promo" sites, to show off what you can do.
