cdrom in other languages

I should design a cdrom catalogue in english and arabic language.
So, the client tell me that it will probably run on old and poor machines that at the same time will probably don't have arabic language installed!
So, I have decide to design it all in photoshop (to remedy at the language problem) and then line up a clean html page...
i think that's the most simple way.What do you recommend? It's this the right way?
One question more...the client will probably sent to me the texts in word format,
so, exist a program who can read it without word installed?Ok, i have finished my problems!!

Textedit on mac os 10.3 (not 10.2) will open arabic .doc
Ksharim X from http://www.panergy.co.il/ was meant for Hebrew, but will work with Arabic too
The right way would be to design it all in Photoshop (ME-middle east eddition) or, if you are working with flash, in Freehand (version that supports arabic avaliable at http://www.quicksoft.co.il) with convert to path.
The same company (quicksoft) actually also had an XTra that allowed you to develop Director movies in Arabic with search capabilities.
