IRC ... hehe ... not much about design there but you can search xgoogle for some similar topics. Most designers (children) have no idea how to run or operate in IRC so you will have a hard time finding anything relevant.
If you dont know IRC protocols and usage farily well I advise that you stay away from it and find a "chat room" instead.

It is funny though, back in 96 when I plugged in the net for the first time, it was IRC :)

well usenet still excists. so does irc (there wasn't any other option back in those days anyways). the only problem with irc still is that you can't access all rooms thru all available irc servers and most of the time you had to go thru your isp's irc server. not many isp's still have 'em these days.

IRC was great when the only nationwide ISP was Prodigy.com. After Compuserve and AOL came around teh "chat room" took over and left the channel empty again. There is nothing special about IRC unless you are feeling nostalgic for the past and want to see some old bots running around pretending to be people.

and i know that a while back u could find some odd design heads in #dreamless on dalnet or something... havent been in there for over a year tho, so i dont really know

I used to use it for downloading skate vids and getting people to send me vids. But they kept changing servers every few weeks and I couldn't keep up. Ugly ugly.

I pop on efnet #designers/#flash/#webdesign/#ph... occassionally, some of the original heads are still around... but I haven't had a real use out of that place since 96-7.......

Well I enjoy chatting. It's more like dailogue when you just want to get feedback or talk about design and what not. So i'm just trying to find some nice chat forums.
wow, dreamless still exists on IRC, in some form? dreamless was before my time and I think it's kind of interesting, a whole internet community come and gone.
