Shadowing Icons

I am trying to create desktop icons, but I am having trouble making the shadowing look good consistently.
For instance, it looks okay on a white desktop, but on a blacktop, its not. So, am I doing something wrong, or do I somehow need to make the shadowing transparent.BTW: I am important from photoshop and then working in IconCool Editor.

make the shows completely black, then use alpha channels to get the transparency you want. a gray shadow might look good on white, but on black it will not, therefore alpha channels are the answer.

Yeah...
Unfortunately I am making the icons for XP.
Am I able to make them on my mac and import to XP, or somehow make them XP compatible?
