Is it just me or has there recently been a rash of supposed legit companies in Craigslist and other job boards asking for web design, posters, identity systems and other graphic design and all they are a willing to pay is $100 dollars.

Some come with atittude to boot such as "I want top notch design, I want at least 3 references, Follow the instructions or your e-mail will be instanly deleted."
They all seem to locked on the $100 price for some reason.
Why the $100 fixation?
