how does one become officaly press and attend events a'la press pass, to take pic and interview

There isn't really any 'official press' (who would control it?), although a lot of event organizers will ask for evidence of membership of some press association.
We're covering all the major auto shows, andf none of our team are members of any press association...we're mostly practicing design consultants, and we simply document to the accreditation department what media we are working for and what we intend to cover.
If you arent part of a publication, you can usually get a reference from the editor, if you are contracted to write a report for their magazine..

ic, do if you work for a website that reviews and stuff(my own) and we want to cover events do we contact pr for the event and talk with them, or just buy tickets to the events

Contact the organisers...You don't need to buy tickets... assuming they want your coverage...

You need to convince them you are important media (important to them).

There IS an organization that controls this. It's your local city government. I live in NYC so I would go to the NYC.gov site and search for 'press pass'. Lots of options to choose from and YES it will get you into specific events for free that you would otherwise have to pay for. Be prepared to show some legitimate reasons for getting one...
