What format should a vector image be for printing off of a website?

they would have to download a pdf / eps / ai etc else it wont be vector.

SVG or SWF

SVG is what I origially had thought would work, but it wasn't recognized as a valid file by Dreamweaver, and swf wasn't printable. So I'm kinda wondering what should I do to have a printable vector graphic.
I know XML supports a type of vector image. Does xml support pre-formatted vector graphics?
