Peter - I have no doubt of Indias rich culture. I indulge in it reguarly - Vindaloo's and Tusker till my ass wishes it were on another body. The food, a little music and the odd national geographic article about the caste system is all I know mind you.
I would never be so arrogant to assume I know enough as a designer about what would be relevant to market something (since that's ultimatly a function we have as designers) to Indians.
Culture is different, colour theory is different, music is different, clothes are different. Movies are different, food is different. It's a seperate culure and that's a great thing.
I think that article was, a little on the alarmist side. For a journalist to say India (or let's be specific here, Bangalore in in India) is going to start poaching design jobs is fear mongering. And (surprise, surprise) totally naive to what designers acutally do.

To build on what Warland said, and correct me if I'm wrong, but isn't written-Hindi read right to left? Wouldn't western-languges be a tremendous shift in layout and focal direction?

Can't agree more that the article was a bit to alarming. And again, I don't think anyone sees it as a "threath" of some sort.
But your first post ...
Graphic design is cultural.
It won't happen....it seemed, at least for me, that you were assuming that just because the culture is different, they would not be able to design. My bad for interpreting it in the wrong way. After all English is my second language.
...and if you read the previous post you'll see that street-slang is 3rd ;)

fate, Japanese for example, is sometimes written from top-down, not left to right.
And actually, long time ago even Japan wrote right to left.
And then there is the whole cultural difference thing too.
But if you ask me, the design is pretty good, even with roman letters.
