in most cases you can use your ISP's SMTP Server.
Usually ISP's do not block access as long as your connected through them.
example. I use Charter Digital Cable my SMTP Server is mail.chatermi.net
other then that any FREE SMTP Server would be considered an OPEN RELAY for SPAM and should not be used because eventually it will be shut down and or black listed and any mail originating from it will be blocked by most ISP's.

You might be better to outsource your email (as part of your own webhosting account, or an outsourced email service) and use that SMTP server. Don't be tied to your current ISP for your email services.
