Is there anyways I can turn off the way explorer automatically resizes large images to fit in a window? I want to make people have to scroll across the bredth of an image, but unfortunately explorer just shrinks the bugger down!

define its height and width in the html code

that will happen you make the link strictly to a jpg file, not html...
(unless you tell the users on the site to uncheck that option on their I.E advanced preferences located at the tools menu.)
but there are other possibilities like Jnr_ referred...

is there also a way to turn it off in my browser?

The next time the toolbar pops up, right click on it and select disable.
