Ok here we go...
When designing a complete on air package, intro, bumpers etc (is there something Im leaving out here?) how long are intros, and how long are the bumpers? do I need to create bumpers of multiple lengths?

whoever you are doing it for should have their own specs.

depends on the channel to a certain extent ..... altho there are some constants i'm sure.

I may be doing a package for a small local TV show that will air on PAX (i said small heh) so they may not need a normal package, and Im pretty free to figure out what they need for the show. The real goal of the project is to get the show to look like it had a "real" budget. So i figure i need to at least design a intro, bumpers (those are the things that go in and out of breaks right?) some type of simple graphic they can use to lay the end credits over, and some graphic that they can use to lay names and such over during interviews

Each network might have their own set of needs, but most will have lots of little elements you might never think of. I am helping with a network redesign right now... when it hits air (projected Feb1st) I'll send you some links to specific examples. Remind me.
