Well, they could still use mail servers in another country. Spam will always be there, sadly. There are ways around everything.

how about more drastic midevil-esque sollutions like chopping off spammers hands and publically humiliate them. like throwing rotten fruit and shrubberies at them?

There's a difference between routine business mail and sending a billion Viagra/cheap cigarettes/sex enhancment/get out of debt/etc/etc. e-mails.
