I believe...
Directors: Vision of the film, the way it flows, the approach to a certain subject
Cinematographer: Makes sure shots are properly framed, choosing the correct type of film, etc

is a cinematographer the same as a DP?

director - directs actors, and scope/vision/direction of the film.
dp / cinematography - does lighting, film stock, lenses etc. Technical things just like a photographer.
dp's and directors work closely together, and both can be the one who frame the shots.
also both jobs can be skewed when you throw people like fat cat producers into the mix
