Are there any laws regarding a designer showing work they have done for a client in their portfolio.
Assuming there is no agreement at the start stipulating such rules - if a client says "do not show the work you do for us in your online protfolio" can a reply of "piss off" be legally standing?
There are rules stipulating that the files belong to the client.

if you didn't sign or agree to a confidentiality agreement before you completed the work, then they can't force you not to show that work in your portfolio.

Only if you sign an agreement of confidentiality...you can't.
or do you mean to get a new job or start your own business?

For the most part, unless you signed a confidentiality agreement your portfolio is fair game.
Depending upon your portfolio type (web development for example) I would be hesitant to put up screen shots of post login screens regardless if I had an agreement signed or not...
