there is a similar act in place in the us. the ada was admended to support websites a few years back.
government/fed/state agencies, universities, and organizations (especially those related to public/gov/state/fed agencies) are supposed to comply with accessibility/standards guidelines.
but it is rarely enforced, unfortunately.

Anyone seen a good *summary* of where this applies, who it applies to etc?

one example might be a library, or maybe a corporation that serves state/fed agencies...
a corporate office that retains a gov office as a client is supposed to adhere to the ada laws for design and development.
if you did a politician website, for example.
