More interactivity? That light olive top bar, ever try to make it gold? Since their called Golden Eagle etc..... The style just isn't uniform either. Drop shadowed text here, tiny bitmap text there, arrows, shadows, stock photo, clipped photo... something missing uniformity wise.

inner frame seems the way forward... i would drop both top and left frame and would consider more funtional/interactive top navigatio bar... white is def way forward from my point of view
