You know the crowd filling people with no lines in movies - when you see them in the background of the main characters, you can see that they're talking but you can't hear them.
Do they have lines as well, or are they just talking about whatever comes up? I've been thinking about that for some time...

no, they are improving.
however, they have what are called : featured extras who actually have lines and play small but important roles in these movies.

i've been an extra in a couple different things.
they just herd you around like cattle and tell you what to do. if they want you to chat like you mentioned, you chat. some people specialize in a kind of nonsensical talking that sounds like english but is actually nonsense.
these people were hired for the voicework in "the sims" videogame.

usually extras are just standing around with each other all day during takes, so we get to know each other and conversations just happen.

Extras that talk are usually called "Day Players". Meaning that they're usually paid by the day. The MPAA and the SAG have rules regarding crediting these parts.
