Big Copyright Question

I have a copyright question for you all. I am a partime web instructor at The University of Kentucky.
Currently they are looking to redesign their website and I have been supplying different layouts free of charge. They made it clear at the beginning that they will not be paying us any money, however, I never signed anything saying that they could use my designs.I simply wanted to get into the meetings to see what they wanted and submit ideas.
What's very odd is that they stated that they may contract out another company or person to redesign the site so they do have money.
Now I'm at a point where they want to use my designs, so I need to write the head guy and state that I am not working for free and I want money for my designs. My question is do they have the right to use my design even though I never gave them permission?

ofcourse they have money, 'cause uni's are riiiich.
i dunno what the deal is copyright wise, but i'd make a stink if they wanna use your layouts and outsource the work. just threaten them. uni types are easily threatened.

i agree with rasko...
they said at the beginning that they weren't going to be paying and you still supplied the stuff...
so it seems as though you gave them the designs free of charge, and now they wanna use them you want money for them...

i too agree with Rasko.
HOWEVER, your work is protected under international coptright laws so you could refuse to allow them to use it.
But then you look like a poopy pant since it was made clear they weren't going to pay you.

I agree, your work belongs to you.
If it turns out that they are going to be throwing some money around on this project just tell them that they must pay you to use your designs.
Of course, that will probably piss them off and they will instead not use your designs and instead pay someone else (probably the boss's nephew) to do it. I would not be suprised to see your designs stolen a bit if that happens to be the case.
Just incase, mail yourself a disc with your design (don't open the letter) and save it for copyright purposes. Just incase.
Don't let them pull a fast one on you. Ask them for compensation or refuse to donate your designs.

How funny it this?
The main webmaster writes me back after I wrote him and said that he has to pay for my designs and asks..
"I understand. May we continue to take inspiration from the work you have done up to this point?"
