Which version of Premiere? Which platform?
You'll need to use Cleaner to compress it that much.
If your using 6.0 go under "Export Timeline" to "Save for Web"

Premier Pro... Windows
the "save for web" menu is non-existent (or so he says)

so if you don't have cleaner, and just have premiere, what would you do to get the file size down? any work around?

When you export the timeline, under options you should be able to select a codec like Sorenson or Cinepak to compress the movie.
