I have a problem, or maybe it's a question. I have an idea which I need some help to develop. I wonder if it's possible to get vector paths in after effects to react on movement. I'll give you an exampel. If I've shoot a bit of film where a guy is running down a street, everything except the guy is complitly still. Is it possible, without point by point moving color the guy all white? And if so, how?

you could use motion math...thats in keyframe assistant...but thats very tricky an hard to do

if the background is still apart from a bit of video noise, you could try difference keying to separate the person from the background. the outcome depends on your original footage.
