When I plug my digital camera in to my laptop it recognises a connection has been made and presents me with a dialog asking what I want to do.
The option I really want (open Paint Shop Pro and show me my pictures) isn't available and I can't see a way to even add PSP to the list I'm offered
Anyone know how to get my laptop to open PSP automatically or add PSP to the list of options ?

It gives you an option to add things to the the "autoplay handlers" list in XP. It also gives you some other nice control features over the XP envinronment.
