I had to do a clean install on my mac and afterwards my wacom settings are messed up and the control panel is nowhere to be found. Anyone know what to do?

Q. Why doesn't the cursor access the entire screen?
A. There may be a problem with the Wacom tablet preference file. Go to the system folder / preferences / tablet and trash the Tablet Preferences. Restart the system to rebuild the preferences.

The cursor not accessing the hole screen could also be because you have set it that way... Go to the Mapping tab and check out all the options...

Yeah I had it set right but I lost the preferences and control panel when I reinstalled the sys software

You just need the Control Panel...

Yeah, I just need the Control Panel. Hopefully dragging those preferences in the trash and restarting will work.
