Quark vs. Illus. CMYK?

Am I imagining things or do Quark and Illustrator come out with completely different values when you convert a Pantone color to CMYK in each program.
Late Friday we had to redisk a job for fear of this exact thing. We took the same PMS color in each program and converted to CMYK. The differences (such as the Cyan values) in some cases were as great as 10%.
What is the explanation behind this? Do you have to manually key in the CMYK values? Does it have anything to do with the Pantone company?

sometimes I think they are just out to get us, trouble is, I dont know who 'they' are...

There is a bug in the Illustrator Pantone libary. They got a patch for it on the Adobe site. Not sure thats the problem thou.

We have the latest update. 10.0.3. Is it supposed to be fixed in there or a sep. patch?
