ISP's & blacklisting

so I just moved flat and wanted to cancel my adsl with demon, but cos you HAVE to sign up for 12 months they want to charge me for the remaining 6 months, so I ask if they can transfer the account to my new address and I will play out the remaining 6 months, they say no but they'll waver the 6 months and start me upo with a fresh 12 month contract... jaysus why do ISP's get to make all the rules and call all the shots but when they are down for 2 days its 'not their fault' and they have everything sewn up in the contract which basically means they are liable for nothing and have no responsibilities to do anything??
So, I was wondering what the deal is with being blacklisted, I have ju8st cancelled the direct debits, what details do they need to be able to get me on a credit blacklist?? I just tried to pay off my gas bill too and london elec reckon that I dont have an account?! Do they expect me to chase them to prove I do?
