the blink effect

stupid question, but hey...
i know what I know, and don't what I don't
i'm trying to get that classic blink effect for a button in a swf i'm building at 31fps.
tried changing alpha on frames, changing visibility states, and even just spreading out on the timeline the two states of on and off to get the effect
nothing seems to get it right though...its always choppy, and inconsistent
any suggestions from you guys?
i want it to be smooth, quick and consistent looking
