is there a way to creat dashed and dotted lines in photoshop?

yup, do it in illustrator and copy and paste. he he.

pencil tool, copy layer, move, merge layer, repeat as necessary.

goto your pencil tool. and goto its property by clickin on the brush type icon and then change the spacing.

to the best of my knowledge, there is still no way to do this other than "by hand".
create 2 dots, select them and then hold ctrl + alt (cmd + option) and drag unil the copy is equal distance. reselect and repeat until you get your perfect line. not hard, but a bit of a pain. better to use AI.

changing the spacing would work for any brush as well. hold the shift key to make a straight line as you drag the mouse.

define pattern. make an image 4x4 pixels or whatever and stick in a 1 pixel dot from the pencil. Define pattern for paint bucket. then paint pattern and then take away what you don't need.

for a horizontal line : create a new document the same height as your dash but twice the length. fill half with whatever colour you want your dash to be. ctrl a to select all. edit>define pattern.
In the doc you want the dashes use the horizontal marquee and fill with the pattern you just created.
same for vertical but new doc will be same with but twice height.
may seem complicated but once its done you have stored the pattern to use again. you can also change the colour as you wish
