I am trying to create a stroke on an object to look as if they are round lightbulbs.. i good round dotted stroke would probably work but I dont know how to make a custom stroke in AI... and ideas?

You have to make a new pattern brush.

Sorry... Create one lightbulb and select it. Open up your Brushes palette & click on the side arrow. Go to "New Brush" then "Pattern Brush." Voila.
