you mean on images?
You can use a filter in photoshop called stylize > wind on each frame of your animation....
oif you mean like tv static, I can send you a nice .mov if you want.

just have several 'white noise' images in a mc and then play random frames.

make a png of some small white dots - a few of them - and play them randomly over a grey bg

open photoshop
fill a layer bgcolor white fgcolor black
goto filters > noise
save the image
open flash, import image in first frame
offset image 1 pixel in second frame
test movie

1 still iamge... import it to flash... flip horizontally, then vertically, then horizontally....
You then have 4 noisy frames... and a very light movie : )
