I remember hearing of a little app that you could use to turn your Flash player off and on for testing. ANyone know the App I'm thinking of?

on a Mac (either IE or Safari) you can uncheck 'Enable Plug-ins' and/or 'Enable Javascript' under the Preferences menu

You don't need an app.
Simply locate the Plug-ins folder inside the browser application folder and rename it.

I catually need to do it for a stand alone exe file, outside of the browser.

You do realise that a standalone flash exe file does not need a player in order to work?

I know - it's just that I'm exporting the exe from another App (not Flash) that allows further functionallity. I just want to test the Stand Alone exe this app makes

just rename your flash player for the time being. Launch the file and if it works... cool. If not, then name it back and test again. If it works that time, then your export isn't working correctly.
Never heard of an app that does this for testing. If you find it, post it. I would like to know. Never know when you are going to need it.
