Mal, we're talking about non-residents with work visas. If people want to naturalize, come one, come all. But this crap with non-residents is getting out of hand. L-1 visas are hugely abused the specialized visas are the only ones that make sense (H1-B visas). Expect the condition fo L-1 visas to change very soon there is already legislature to discontinue them.

Funny, there were a lot of Americans working in cities where I and some friends lived in(Amsterdam, Brussels, Lisbon, Barcelona, Athens)...

I don't understand where someone would find any enjoyment in being the person who clambers into a crowded lifeboat against the pleadings of the people already inside, only to overweight the thing and drown everyone.
Is it just the thrill at the thought that they might be able to get into the boat and beat someone to death with an oar, then throw them overboard?
As Mimio said, though, the laws appear to be tightening up a bit at last, which is a good thing. Unfortunately, it's too little too late really.

dude, I wouldn't even try that if I were you, not to sound like a prick, but the amount of jobs for that professional is steadily dying, for foreigners in USA it's even worse. Three of my foreign friends just left for India and are supper qualified back-end and Flash Programmers.
