What is the average cost for a small business website these days? Any links? I've heard 1-3K. True?

I normally charge out at either £30 an hour...or £200 - £250 a page....

€30 - €40 per hour / €200 - €300 per day is about average in Ireland.

5-8k seems more appropriate for a small business site.
