in Photoshop choose save for web -> gif, then set the colors down

yeah...you can also get that effect by playing with the levels...

it's a four colour gif set to dither. Step one is to make the photo b&w if it's in colour, then tweak the contrast so you'll have good definition when it's reduced, and then set it to 4 colours on dither.
