I know you have to pay for a registration but can you legal just put a TM near any logo to say that it's yours without registering???

You can say it's yours all you want, it doesn't mean it's legally registered or protected.

the difference is that you have a R, Registered Trademark and an Unregistered, TM. You see TM's everywhere, yet see few R's. It's a matter of money.
