yahoo you seem to have some sound questions. :) If you are working in Flash, you will want to keep things in .wav anyway, Flash compresses .wav much better and plus the sounds will loop easier. Let's say you have a sound loop in .wav format, such as the ones I gave you, like 'Dolomite from LK. You can import them into some loop-based sequencer such as ACID Xpress, free from Sonic Foundry at http://www.sonicfoundry.com and then export as .mp3. I think they allow you to do that. Other than that you could try using a sound editor such as Sound Forge from the same company. It also lets you interchange from one format to another, However, be forewarned that converting from .wav to .mp3 you are going to lose some of the strength of the frequency, in other words quality. ;)

Although it does seem that you need full-blown versions of most programs to do this properly. However, there has to be some editor out there that does it. If you need something let me know, especially if it is something that I was gonna' or did give you.

There's a free program on CNET that lets you right click on any .wav and convert it to mp3 and vice versa. I believe it does both. I usually use it to convert mp3s to wavs to be able to play on CD players.
It's simple, not many options.
