How much should a designer charge for the design of a double sided 4"x5" flyer and CD cover?

Depends on the level of detail and artwork being used. I have done flyers for $50-$100 and I know others working for larger design houses that use 3D elements etc... for club Flyers that charge in upwards of $500 Depending on the client or event. Im sure that price could even go up.
You should price it by how long it takes, and how many revisions are made. Usually I charge $75 for a simple design on a half page flyer and 1 - 2 revisions other than typos at no charge.
If the client demands extra revisions or changes, I charge by the hour.Bottom line if you are not a package designer or a really good flyer designer working for a firm that pays you large amounts of money an hour, dont charge those rates. Keep it reasonable and worth the time you spent on it. $20 an hour is decent and you can usually churn out decnt design in this amount of time.
