How to achieve this effect in Photoshop where the blur becomes more intense for objects that are farther away.
Any ideas?

make feathered selections and gausian blur. or cut out everything and work in layers, blur those as you see fit.

You need to use channels! Make a black to white gradient (white at top, black at bottom) then load the selection. Do a gaussian blur and it will only blur the white (which is gaduated). This will give you the ffect your after.
Hope that helps.

here's my poor mans method for that effect.
duplicate the layer
guassian blur the new layer
then select eraser tool with airbrush as type, select your diameter and then slowly erase away the one part of the image you want to 'bring into focus'works like a champ

Honestly, use Channels...

an easier method is to select the layer you want to blur, click the 'edit in quick mask mode' button in the toolbar, select the gradient tool and draw a radial gradient. now switch back to 'edit in standard mode' in the toolbar and a selection should appear. invert the selection (command-i) and apply a gaussian blur. it works like a charm.
