When you scale something on a layer can you specify the exact width and height by the pixel?
I only see a way to scale something by %.

Not sure if you're using a Mac or a PC, but on the PC, if you select "Free Transform" under the edit menu, you should see the "Free Transform" options on the horizontal bar at the top of the screen. If you right click INSIDE the white box next to either the width or height you are given options to scale the object according to pixels, inches, centimetres, etc, etc.
