It's done all the time... just usually in a small Real Player window:
Fox has a constant live broadcast of their news channel. A few TV stations around the world broadcast their nightly news bulletins.. BBC (UK), Pro7 (Germany)... these are free.
It's just small.
If you want TV-broadcast quality, that's a different matter...you need to buy the bandwidth and convince the media to deliver all of their content at full-quality over the internet. Go do it please...I want it too.

our Dutch TV just has a lot of programs in their archive you can watch.. mostly in the ever hated REALMedia format..
