I've always heard it means there's a crack house nearby, like a marker (at least in the inner city).

It's just something bullies do. Beat you up and throw your shoes up in to the powerlines.
Pretty effective.

I shot that video yesterday, got new shoes. there is a pair of shoes on a powerline in front of every apartment I have ever lived at.

I've heard the crackhouse thing before but back in the day as a kid we'd steal someones shoes and throw em up there for the fun of it.... thats the definite reason... its mad fun to try and do it.
