old school print question

hey all— I was hoping for a quick bit of info on 'column inches'...
I've heard of them, but never had to use them in 3 years of freelancing. So I'm feeling pretty clueless as to how to convert over to regular old inches.
any help much appreciated!

1 col=11.3 picas=1.875 inches
2 col=23.5 picas=3.903 inches
3 col=35.8 picas=5.944 inches
4 col=47.1 picas=7.847 inches
5 col=60.1 picas=10.014 inches
6 col=72.3 picas=12.042 inchesthese are measurements from old specs i had laying around.

but wait, damnit; this is how they list their ad specs:
Full page: 10" x 15"
1/2 page: 36–40 column-inchesHow do I make sense of that? Are column-inches relative to the actual column size of each individaul publication?
