do disclaimers normally look like this?

I don't see that disclaimer on the homepage or the articles I've clicked on.
Maybe the Washingtonpost site separate users based on where they live and they knew you live in a non-US country so they put that lame disclaimer up.

I still don't see that disclaimer -- not even in the "Full Legal Notice" link at the bottom of the article.
