in Photoshop use the menu: filter>video>NTSC colors
Don't know about any palettes though. If you find one in PS let me know.

why exactly do u need a palette? ntsc covers a very broad spectrum ... is it possible for you to just do your project then in post run it through an ntsc filter? that's the usual course ...

im doing it in vector, then this flash is going to Television, so im not using photoshop.

you can just run a "broadcast safe" filter in FCP or whatever app you're using.

nice! im using freehand, where would u find such a filter?

i meant whatever multimedia app you're using. Finish the animation then import it in to FCP and run the broadcast safe filter then.
