So when you are awarded a Flash project do you present a storyboard to the client or just do it and hope they like it.
If you present a storyboard, do you do it in PS or just send some sketches? And how many scenes or frames do you provide?

layout in ps then you should do an animation in flash of how it will work, so they can see it in action. having some buttons clickable also helps.

how many layouts do you present before getting into Flash?

The first things I do is explain a general direction I want to go in. Then, the next step is to show them a mock-up done in Photoshop or the like as a jpeg. If they like it, I start work on the Flash file itself and show them every step of the process that's possible.
So, when the menu system is finished, I'll show them. When one section is completed, I'll show them.
Unfortunately, they sometimes change their minds late in the game, as my current client did. No biggie if you're getting paid hourly, though.
