I read in the FCP manual that you can use AE plug-ins in FCP. True?
But on OSX when i go to the app, it's not a folder to install plug-ins, its the actual app. and when i double click it it just open the app.

use the 'get info' on the app and the plugins are one of the tabs there.
not all plugins work in fcp3. Some need to be made for osx specifically. most of the older digidesign plugs dont work.
