Can I use a 5-10 sec. loop of copyrighted music on a website?

A client wants to use a track from a CD she has for her website we are cureently building.
I've noticed that commercial will use small clips of popular music. Do they pay for that?

"other than private in-home listening and playing, Fair Use of music is extremely limited."
sounds about right.
